The general view of biogas production in Poland

1. The state and the potential in the sector of biogas in Poland

The production of biogas is the source of renewable energy very weakly used in Poland.

According to many sources, there is in Poland about 200 biogas plants (comparatively to Germany where there are about 7000 such installations). The internet page www.portalbiogazowy.pl lists all important biogas plants in Poland.

One of the characteristics of biogas plants in Poland is that the majority of them are not « standard » installations, which means those who products from agricultural wastes. In Poland the plants are near to landfills. Though the country with its agricultural sector has an enormous potential to develop this source of energy. Some studies estimate that the country could produce about 1,7 billions m3 of biogas from all agricultural wastes and those from food industry. This is the equivalent of 10% of this country gas needs.

2. The obstacles to the development of biogas sector
The high costs of preparation of project and the investment costs are the mains obstacles to the development of small plants.
Furthermore, the investors have to face many difficulties of legal nature (the definitions are not clear, there are no clear procedures, many decisions depends on interpretation of civil servants), administrative nature and also bureaucratic obstacles.

3. The developments of this situation
All actors of the sector wait for the new law on renewable energy, that should come into force at the beginning of 2013 that should bring order in many administrative and procedural aspects. Furthermore, the State should take some measures to promote the biogas production.
A new program was implemented : « Innowacyjna Energetyka – Rolnictwo Energetyczne » (Innovative Production of Energy – Energetic Agriculture).
The experts expects the boom of biogas plants in the next years.

Ecological Investment in Poland

1. State investment in ecological project and in sustainable development is high and it attracts many enterprises in Poland.
In order to fill UE conditions, Polish state invest in ecological and sustainable development projects through infrastructures that is necessary to construct. The most important category is sewage disposal and water treatment. Between 2003 and 2008 the expenditure for this types of project was 18 billion PLN. Incineration is another very important category. In few years there will be from 10 to 11 incinerators build. Every time, the most efficient technologies that includie environmental impact are sought-after. By 2015 30 billion PLN will be invest in those projects. This investments attract many foreign enterprises, with news technologies.

2. Les investments in economy is low.
Generally speaking, enterprises form sustainable development and ecologic sector are more and more present on Polish market but the level of this presence is still low. For individual investors there are three possibilities of investment : directly by financing enterprises, by TFI*an on stock exchange. Since 2009 Index RESPECT publish the socially responsible enterprises rating. One of the criteria is responsibility in terms of ecological behavior.

3. Poles are more and more interested in ecology, but it is still to expensive.
Ecology is to expensive for average household. Concerning the home-building, even if the passive houses are more and more efficient and the technology is more and more accessible, the construction is still 50 to 70% more expensive than the traditional one Concerning ecological cars (hybrid cars even if their ecological character is contestable) running them is about 30% less expensive then ordinary car. However some studies show that after 6 years, the amount spent on credit and running the car is the same for ecological and ordinary car. Public help in financing private ecological investments is very low, it depends on town. Only two banks BOS Bank and Bank BPH offers interesting credits for private ecological investments.

Indeed, the variety of products, tastes, packaging, weight let everybody find something for himself.

The most important category of this market are chips (44,4% in value and 37% in volume). The supply tend to be more attractive and evolve towards more innovative tastes (kebab onion f.ex.). In addition, consumers buy more often bigger pack (+100g). The sale of chips is influenced by producers activity related to all kinds of sales campaigns (games, toys in packs etc.).

The packs bought more often are those of 500g but also mini-packs « for one time » of 40g. The barrier is the price because peanuts are relatively expensive compared to others snacks.

Curiously, the crisis did not affect negatively the market of snacks. According to experts, the consumption was even stimulated by crisis. « People stay at home, sit in their couch, watch TV and.... eat snacks ». In addition to the tendency of introduction of new tastes, the market will evolve towards products « light ». The experts observe increasing demand in this direction. The week level of consumption of snacks in Poland (annually 2kg per capita) in comparison with other European countries suggests that the market will continue the increase.
